Sorry Xue-Feng. Forgot that this was referring to a maven plugin. In maven
to refer maven plugin dependencies you need to define plugin repositories
separately. Please add the following <pluginRepositories> tag also to the
root pom.xml.

<pluginRepositories>
<pluginRepository>
<id>wso2-maven2-repository</id>
<url>http://dist.wso2.org/maven2</url>
</pluginRepository>
</pluginRepositories>
