We do know how to do it. But AFAIK that knowledge is only within few of us.
Most importantly everyone should understand,
-Why we should do it?
-How we do it?
-How to do it when introducing a new external dependency?

But, as per the current trunk, lets gets 7-8 together and do it in one shot.
Doing this right will introduce a significant improvement to our build time.
Hence, we should do it as soon as we can allocate said number of engineers
(more the quicker) for the task. Then we can update everyone else on above 3
topics.
