Yes, that was the issue.
JDK needs be patched with JCE Unlimited Strength Jurisdiction Policy Files
in order to pass certain tests in WSS4J and Rampart. I have patched the JDK
in the local builder machine.
If anyone faces the same issue when running build with tests download these
files from here[1] and replace the jars inside ${JDK_HOME}/jre/lib/security
directory.
