I'm sure the factor of having a clean repo or not, will not have any impact for this case. Even though i use mvn clean install, then the inconsistency would occur. Because clean does not involve in any thing related to the local maven repo. clean only deals with the existing target in the currently building module. Therefore having a clean repo or not won't make any difference to the problem. If there is such a problem, that because of a different reason and we need to pay attention to that as well.
