I also faced this while building 3.2.2 and the solution was to build components/stratos/org.wso2.carbon.common/1.5.1. And it took sometime to locate the source of this component because its name gives the impression that this is a part of the Carbon core.
This component serves as the common utility component for other Stratos components. I think this component has been renamed to org.wso2.stratos.common -> org.wso2.carbon.common while these packages were renamed. I think we should rename it in the trunk to something like org.wso2.carbon.stratos.common or something similar.
