Hi Senaka, This occurs when we write to the registry at the first time the server starts with fresh packs. Though it writes data to the registry , it is not shown in the registry and can not be retrieved from registry. Once the server restarts it works with out any issue. This seems to be a caching issue in the registry.
Could you please look in to this.
