Then, what is the purpose of syslog-config.xml. Is it only useful if syslog 
server exposes logs via http ?

In our current log-viewer
implementation we read logs from the  file system (wso2carbon.log).
We do not support data base level log-viewer. log viewer can support
logs expose via http but it is not design to get log files from a
database.
