log4j.logger.org.apache.axis2.clustering=INFO, CARBON_CONSOLE, CARBON_LOGFILE

with;
log4j.logger.org.apache.axis2.clustering=INFO, CARBON_CONSOLE, CARBON_LOGFILE, 
CARBON_SYS_LOG

and retry.
