Mac Key Mode seems to be treated as a minor mode. Here is an example of what describe-mode says:
Mac-Key minor mode (indicator ⌘): Toggle Mac Key mode. With arg, turn Mac Key mode on if arg is positive. When Mac Key mode is enabled, mac-style key bindings are provided. But toggling it isn't local to a buffer, but toggles it in all buffers. I'm confused as to why this should be.
