You could use

        M-x describe-coding-system RET

to determine which encoding the buffer is using and you could use

        C-u C-x =

on characters displayed correctly and on such incorrectly displayed.  
The *Help* buffer (which gets overwritten) will show "buffer code"  
and "file code" lines. This might give hints ...
