I agree completely that the window manager should control focus behavior. Unfortunately, there seems to be no way to get this feature in an "unbroken" way under Aqua/Quartz. Try doing a Google search on "max os x focus follows mouse" and/or read this excellent blog post by Steve Yegge:
http://steve-yegge.blogspot.com/2008/04/settling-osx-focus-follows-mouse-debate.html It appears that Apple does not consider focus-follows-mouse to be compatible with their concept of a user interface design that is appropriate for Mac users. However, they seem to have made an exception in the case of the Terminal application, probably to satisfy the large number of Unix users who make use of it. The idea of my initial post was simply to ask if the maintainers of Carbon Emacs would consider adding a similar "compromise" feature at the application level.
