I can understand your point very well. 

But let us analyse this thing a bit deeper.

This consortium is:
a) commercial
b) the main motivation is to sell something and earn money
c) they are selling products and services not philosophy
d) they are selling it to apolitical IT people
e) the target customers know (probably only) Windows

Also on the side of Care2x:

a) is not political
b) pushes for a healthcare IT solution not Linux
c) wants to be multiplaform
d) needs to achieve a certain number of implementations to achieve the 
critical level of acceptance.

On the side of the target market:

a) buys products and services not ideologies
c) most are plain professionals not ideologues
d) likes to be impressed with the usual marketing methods not with speeches of 
ideals.

I leave it to your own judgement. 

Personally, I have met these people within the consortium. They are supportive 
of Linux and hope that it will someday really gets a bigger piece of the 
cake. But in their efforts to sell Care2x, they are applying  proven methods 
of marketing and one of  these is the principle of "familiarity". Most target 
costumers (if not all) are familiar with Windows. So it is easier to build a 
relationship when they see something familiar to them.
