Why you need it. Normaly extracting programms like WinZip and others
are able to extract tar.gz files.

The only thing is that the chmode after upload make it possibly
unsecure under Win.

If you use it at a Linux server upload the file completely as tar.gz
than use the commands at the shell. Help is available at every point.

#man tar
#man gzip
 or for fast overview
#tar --help
...

after extracting the files simply look for example with
#cd extracting_directory
#ls -al
that all is correct by chmod, owner and group

So a zip file realy have not be provided. Nor for Win.
I think its more important to provide to every file a MD5 checksum.
