we've experimented the same loosing sensation looking for some other manuals.
It seems as if there is an adware causing that mess. We've found our matter through <www.care2x.org>, way that got us <http://ciclone.mfh.it/care2002/documentation/index.php/> after a few clicks.
Please let me suggest you to use latest firewall, anti-adware and anti-spyware and maintain them updated.

I went in the docs section at Sorceforge web site. Trying to download the 3.3 item: Technical Manual from:

It shows something that seems a commercial web site (care2x.net) and not the above wanted document.
The same is for 3.4 item: Developer's Manual
