Really, I cannot give a correct answer to this question. This HXP module was done earlier with Kurt and Elpidio what might tried out something. Maybe possible is that it happen later when there was a try from somebody to make it modular? I cannot give the answer to this question. Best would be to test if it is working now (I guess it will give now errors). To be honest, I have not deeper looked in to HXP. I tested around some years with it, but just about "how to use" and haven't looked or touched the code. But there is a website existing: http://hxp.sourceforge.net/ It might be a more strategic question if HXP is really useful to follow since HL7 ver.3 supporting XML as well.
