John, Donna, Midoli,
By setting the non-Unicode program language from non-English to English in the 
advanced options of the regions and language setting in the control panel of 
system, I have solved the problem which might be caused by the non-English 
system.
The main reason is exactly as everyone described, which the program cannot 
write the system time to the spec file correctly.
I wish this could be helpful.
