There are lots of spec files in the SumsDB directory you cite below. If you download this zip file within that directory, you should get EVERYTHING:
CARET_TUTORIAL_SEPT06.zip http://sumsdb.wustl.edu/sums/archivelist.do?archive_id=6595030 It will extract to a CARET_TUTORIAL_SEPT06 subdirectory. Try that. I'll bet you'll find that file.
