Hello,
CartoWeb3.x requires PHP5.0.3+. You seem to use MS4W which only comes
with PHP4!
As suggested by Daniel, you'd better try the new CartoWeb installers for
Windows, available at http://cartoweb.org/downloads.html#winInstall
