Paul,
first of all: your files should not be in the root server_conf/ but
within your project directory.
If you named your project "myProject", you should only add your files in
c:\wamp\www\cartoweb3\projects\myProject.
For instance:
c:\wamp\www\cartoweb3\projects\myProject\server_conf\myProject\myProject.ini
By the way, it is not recommended to use kind-of-reserved names (such as
"map") in your projects and files names. Otherwise you may experience
some conflicts.
