You don't have to modify the toolbar.tpl for your needs.
The tools can be removed from the toolbar by setting negative weights in
configuration files.
Just try to add "weightFullextent = -1" in the location.ini of your
project (client side).

Note : the toolbar.tpl template shouldn't be modified in most cases to
avoid incompatibilities !
