yes it is.
you need to set the lang option in the client.ini:
langList = fr, en, sp (or simply sp if you do not want any other language available)
defaultLang = sp
 
look in yourproject/po , you will see client.po and server.yourproject.po
if you do not see these files, make a cw3setup --install (http://www.cartoweb.org/doc_head/docbook/xhtml/user.install.html#user.install.main.setup), it will generate the files.
duplicate these files and name them client.sp.po and server.yourproject.sp.po
then add all the string's traductions inside.
 
Be sure to have Gettext installed!
