It seems somehow apache can not read (or open in this case) the file
/var/jails/sschwebs/home/sschwebs/www/cartoweb3/www-data/accounting//test_main.test/client_accounting.log
the file existe so I suspect a problem of rights on the file.
if you do a cw3setup --clean in commandline, what is the result ?

I went through http://www.cartoweb.org/cwiki/HowToCreateANewProject on a
new server. Once I was ready to check my client.php file to see the new
project loaded, I got the following:
