Please get a fresh copy of the cas-functional-tests.  I made the following 
changes:

1) Added log4j2.xml and set log messages to console only so that log files 
were not created and left behind by the test.
2) Removed cas.proprties and cas-management.properties because they are 
already included in the org.jasig.cas:cas-server-webapp 
and org.jasig.cas:cas-management-webapp webapps.
3) Added accept.authn.users as a command-line argument so that I could test 
with multiple users.
4) Removed user-details.properties because it is not needed.
