A fix for the no save for Duplicate is in the PR https://github.com/apereo/cas/pull/3185
The Case Insensitive checkbox tool tip was incorrect and I fixed that. The value of the check box is being saved when checked, so I am not sure what the issue is that you are seeing with this.
