The Apache-Maven plugin of Eclipse is 2.1.0.x.

I think it's because the analyse of dependencies in the q4e is different
from m2eclispe. I add the following into pom.xml to build the output war
correctly:
                <dependency>
                        <groupId>org.springframework</groupId>
                        <artifactId>spring-beans</artifactId>
                        <version>${spring.version}</version>
                        <scope>compile</scope>
                </dependency>
