Just for clarification: Do you want CAS to do the authentication against an Authentication Service (Which means you need a Webservice Authentication handler within CAS) or do you want that CAS is a Webservice Provider and your ws clients authenticate via Webservice against CAS?
For the first thing, I can help you. For the second, I don't know - as the CAS protocol itself doesn't need any webservice, it's just http get/post and client redirects.
