So, at the JASIG conference we got a dose of how the Apache Groups works
from none other than the president himself.  The president of Apache, of
course.  Justin Erenkrantz was talking about a lot of things, but one of the
things that stuck with a few of us (yes, Scott...I'm looking in your general
direction) is that if it didn't happen on the list, it didn't happen.

So, here is my modest proposal:

While going through JIRA it's clear that a lot of conversation goes on about
issues.  What if the list was a recipient in the notification scheme for the
CAS Server project?  I'm not saying we have to see everything, but I think
at least 'Issue created' and 'Issue resolved' would be good things to send
to the list.  Comments wouldn't suck either.  Honestly, I'd rather have this
that automated svn notifications.
