I believe we have a need for more permanent test fixtures for CAS in
support of test coverage for features like LDAP integration, HTTP
endpoints, and possibly database infrastructure.  Due to lack of
resources we have been in the practice of pointing at Web servers out
of our direct control and not running LDAP tests due to lack of
infrastructure.  Both practices have hurt test coverage and made tests
more brittle.

I'm interested in options for more permanent test fixtures to support
at least LDAP and HTTP tests, with the potential to grow to other
infrastructure if needed.  There's a good precedent for using EC2 for
this sort of thing, so that's one possible option.  Other suggestions
welcome.  I plan to approach the CAS Steering Committee if we need
money to pursue a particular option.
