You mean port the CAS server codebase? Should be perfectly doable in terms of both technology and licensing. There's a precedent for this, in fact; Google "CAS server alternative" and see what comes up. I'm aware of a fairly popular Ruby implementation, rubyCAS, at the least. In any case I feel it's largely an academic exercise with little to gain. The Jasig CAS Server implementation is by far the most mature and feature-filled product and it's deployable on every operating system for which there's a Java runtime, which is most of them.
