CAS-1013 has gone the direction of improving the usability of the existing evaluationOrder feature. That's good, and I'd hate for the better to be the enemy of the good. I haven't reviewed Misagh's pull request yet, but I intend to, and I expect improving the services management admin UI to surface and ease editing of evaluationOrder is a laudable, achievable improvement for CAS 3.5.
I've adjusted the description of CAS-1013 [1] and the description of services registry improvements targeted for CAS 3.5 [2] to reflect this. Longer term, I still think eliminating admin-facing evaluationOrder has potential. I've created CAS-1083, not scheduled for any particular CAS release, to track that idea. I feel like I'm past the point in this discussion where the thing to do is demonstrate my idea with working code and see whether it seems to be an improvement, so I'll look to circle back to doing that, but not for CAS 3.5.
