[cas-dev] CAS Header Issue

The URL provided in the file header of many files is incorrect at 
present.  In most cases it points to 
http://www.ja-sig.org/products/cas/overview/license/, which 404s.  I 
found at least one that points to http://www.uportal.org/license.html, 
which looks like a cut and paste error afaict.  In any case conforming 
these to a working license URL and updating the date on the copyright 
should be a task for 3.5 release.  I'm happy to create a blocking Jira 
issue if needed.
