One thing to consider would be going forward to apply this process and its criteria to existing core modules as candidates to either deprecate or move to the extensions module.
Hearty +1. In the spirit of making module inclusion in core a two-way street, I created https://issues.jasig.org/browse/CAS-1112 to realize our proposal to pull out Berkeley DB support for 3.5.
Let's take a couple weeks for code review of Eric's work, which should hopefully be enough time, then vote sometime late next week.
