Yes, and that's part of the driving force behind this recommendation. He's presently the module lead for the ClearPass module [1], and it hardly makes any sense for a maintainer to be without commit access. Additionally, he's proven he's a responsible and capable developer, and it's just more work for existing committers to manage his contributions exclusively via pull requests. CAS-1143 is one where I'd like to simply assign it to him and move on.
