What Jerome was suggesting I believe was that when you declare the
depdency in the pom.xml for the cas-server-support-generic, you'd want to
change the <scope> tag to "compile". 
I would also clean away the local maven repo for CAS 3.4.10, package the
overlay once more and verify that the correct jars end up inside the war
file's lib directory.
