Assuming that we'll all agree on the fundamental design for LOA (at least 
enough to get started with rough development) in the next few weeks, I would 
assume that this project lines up with the roadmap for CAS 4.0 and would't fit 
in CAS 3.5 or even CAS 3.6.  Is that a reasonable assumption?

If so, what is the state of CAS 4 development?  The most recent commit in the 
"feature-cas4api" branch was over a year ago.  Would we want to create a fresh 
feature branch for LOA from the current master (which I'm assuming corresponds 
to the current work on version 3.5)?

For our internal LOA project, we'll probably want to deploy before CAS 4.0 is 
released, which according to the roadmap is scheduled to start RCs in Jan 2013. 
 We'll probably be shooting for more for a November 2012 production release 
timeframe for our LOA implementation.  Any thoughts on how this would line up 
with others' timeframes and with the overall CAS roadmap?
