While the pull does not yet address duplicate evaluation orders, I think that is a good idea to also add that to the commit list. The sort order is now by evaluation order and name, and I don't think two services can have the same name. So duplication is somewhat captured at the service name level but now that I review the change, I can see that there may be a collision possibility with D&D.
