One other note about new SAML module: it seems to me that the only other 
"SAML" component still lingering in core is the one responsible for 
submitting SLO callbacks. Should bring that into scope as the second leg of 
this JIRA to see if it can also be abstracted and moved over to the 
cas-server-support-saml module?
