All issues targeted at 4.0 RC1 have been resolved or moved to later
versions. Note this includes the 3.0 protocol spec, which has been
targeted to 4.0.
Misagh had volunteered a while back to assist with the release process
for RC1, and I'm ready to collaborate privately on the release process
as needed. I think the release process is fairly well documented [1],
but it can always benefit from additional review. I know that I added
several items as I began cutting releases, so I imagine there may be
other opportunities for refinement as others take the helm. Looking
forward to getting this out today.
