The CAS Release Strategy defines for us (via uPortal Release Strategy) what a Release Candidate is:
"Release Candidate represents a build that is feature complete for a particular version. Release Candidates signal the end of introducing new features on a particular line of development and the beginning of a Quality Assurance cycle. (e.g. rel-2-5-0-RC1, rel-2-5-0-RC2, ...)" https://wiki.jasig.org/display/CAS/CAS+Roadmap https://wiki.jasig.org/display/UPC/Release+Strategy I would suggest that the CAS Release Strategy is still in effect despite the fact that 4.0 has been delayed and seen quite a bit of scope creep since it's original (re)conception at the June 2012 Jasig conference.
