Indeed. I did just check with protocol and there's a clause in there that 
explains how should CAS behave upon successful validation, but nothing on 
failure. 


Could we then consider this a bug, create JIRAs to make the code changes as 
well as updates to the protocol?

I agree on the basis that both are required to perform proxying as 
described in the protocol, so having one and not the other puts the 
system in an undefined state. Undefined states are bad.
