Look into your cas-servlet file for ServiceThemeResolver.

So I can dig up the docs for you. You will be able to customize JS and CSS per theme (depending on version) but not the message bundle. What are you planning to do with the custom bundle? Just searching through the code base I am not immediately finding the classes I would want to alter / extend to do this. Can anyone point me in the right direction?
