I suck at digging. The issue is here now: 
https://github.com/Jasig/cas/issues/576 It seems its drifting into the future 
and I have to assume this is due to lack of demand?

There was some discussion about supporting some notion of Level-of-assurance 
(re authentication) at some point and I got the impression that it was looked
