CAS Developers,

I'd like to nominate Jan "Velpi" Van der Velpen to be granted commit 
access to the CAS server project to gain "ownership" of the CAS X.509 
module.  Velpi would be in charge of new features, bug fixes, 
documentation, etc. related to X.509 support within the CAS server.

Velpi's been involved with the X.509 support, filing bug reports, 
testing, and providing new features via JIRA issues/patches. He's also 
been active on the cas-users list, helping out and answering questions.  
Finally, his University is involved with the Belgian eID project, so he 
can provide a unique prospective on that to ensure that our X.509 
support can satisfy their needs.

Consider this email my +1.  I propose this vote be considered lazy 
consensus. Lack of -1's will mean we're in agreement :-)
