I can select the theme in my service registry on a per-service basis (yay!) but the default views are still being pulled in when there is no service selected.
Is there a way to use a custom theme as the default for the entire CAS app, or do I have to overlay the view/jsp/default/ui still to get this behavior? The “view/jsp/default/ui” is the strategy to affect the entire application. You don’t overlay everything obviously; just the stuff you need. You should only overlay JSP files if you actually need to change the physical structure of the UI (maybe not even then, depends).
