Even in 5.2.2 there is no notification of being ready.

I have looked at all the logs in both etc/cas/logs and in my local *.log
files with no mention of those ports. So I dont know which port it thinks
it is starting on.

I have also modified my local etc/cas/config/cas.properties as well as
/etc/cas/config/cas.properties

I know that cas requires SSL, and we do that at our load balancer. As a
developer I would prefer to run without ssl. This was doable with cas 4.2.

Also the overlay documentation says it should be running on both 8080 and
8443. If that is no longer the case, it should be updated.
