I receive the following error when building cas-management (master):

> Could not resolve com.nimbusds:lang-tag:[1.4.3,).

> Failed to list versions for com.nimbusds:lang-tag.

Received status code 522 from server: Origin Connection Time-out
Commenting out references to jitpack in build.gradle and maven.gradle, and
installing lang-tag 1.4.3 in ~.m2/repository allows the build to succeed.
