The serviceId must be unique and can be a regular expression for similar
services / uri paths.
'.*' will match anything you send to cas.
Try something like:
'https?://xx.xx.xx.xx/.*'
or better:
'https?://xx\.xx\.xx\.xx/.*'

I think i have figure out the problem.
the other service json file is too generic:

This will override saml sp json file.

I managed to get my saml sp registered on service registry. The scenario is:
Originally I have 2 json file in my classpath:/services. One of the them is
saml sp. Somehow when I removed the other one, saml sp was able to be
registered.
