We have exactly the same issue on 6.4.0-SNAPSHOT (and all release candidates that came out for 6.4.X) with the following setup:

dependencies {

    compile "org.apereo.cas:cas-server-support-mongo-ticket-registry:${project.'cas.version'}"     compile "org.apereo.cas:cas-server-support-gauth-mongo:${project.'cas.version'}"     compile "org.apereo.cas:cas-server-support-throttle-mongo:${project.'cas.version'}"     compile "org.apereo.cas:cas-server-support-webauthn-mongo:${project.'cas.version'}"


The error we get is the following:

GAuth works fine and I'm using CAS 6.3.2

I also tried 6.4-RC3 but CAS fails to start with
