Try setting the contentType in the
https://www.ja-sig.org/svn/cas3/trunk/cas-server-webapp/src/main/webapp/WEB-INF/classes/protocol_views.properties.
I.e.

casSamlServiceSuccessView.(class)=org.jasig.cas.web.view.Saml10SuccessResponseView
casSamlServiceSuccessView.issuer=localhost
casSamlServiceSuccessView.contentType="text/html;charset=UTF-8"

Not sure if it will work or not.
