What governs the TTL of the Service Tickets? Can I increase it?

Many times when I try to access serviceValidate?ticket=STxxxxx URL, I get a 
response like the following:

<cas:serviceResponse xmlns:cas='http://www.yale.edu/tp/cas'>
        <cas:authenticationFailure code='INVALID_TICKET'>
                ticket &#039;ST-11-jLwdg6jipeCfrgSiCBQy-localhost&#039; not 
recognized
        </cas:authenticationFailure>
</cas:serviceResponse>

However if I can manage to hit the serviceValidate fast enough I get the valid 
response consistently.

It looks like the SERVICETICKET table is mostly empty for the same reason.
